Stock-adjusted involvement is not mileage-adjusted risk. Vehicle age, annual mileage, driver mix and road use differ by fuel. Unknown propulsion stays visible and has no stock denominator. These are not at-fault events or insurance claim rates.
Annual denominator = arithmetic mean of the four DVLA quarter-end licensed-car stocks. STATS19 car and taxi/PHV involvements are combined. Petrol, diesel and battery-electric use explicit fuel-code mappings. Hybrid/other/unknown stock rates are withheld because the aggregate coding does not support an unambiguous match.
