FROST PHASE 8 — RETROSPECTIVE PERSISTENCE

Primary phase 7 coefficients are not refitted. Freeze writes all sensitivity
models before assess loads 2025 outcomes. The LSOA supplement ends in 2024.
Requirements: numpy, scipy, pandas and scikit-learn. Retain repository paths.
The bundle includes phase 8 evidence/code/tests and the prior modelling engines,
not duplicated prior input releases. Read design.json for definitions and limits.
