England and Wales final expansion freeze — ew-v4 / E8 — 12 October 2026

35,672 LSOA2021 rows: 33,755 England + 1,917 Wales. 62 candidates: 38 with fixed national bands, six with diagnostic raw values only, 18 deferred. 44 have raw values. Feature preparation does not demonstrate accident prediction or insurer-claims transfer.

The complete unchanged national lookup is ../v3/full-feature-decile-lookup.csv.gz. lookups.json gives exact URLs, sizes and SHA256 for the master, full lookup, 44 explorer series and detailed quality inputs. freeze-inputs.json locks all 181 prior public files. No v1–v3 values, cut-offs, bands or public bytes are changed.
coverage.csv and distributions.csv now cover every feature for England, Wales, every region, urban/rural, detailed rurality and country-by-rurality groups. Valid raw values and banded counts differ for diagnostics. Reference weights are equal per LSOA, not miles, population or households.
D1 is low feature value and D10 high, not risk. Sparse motorway, A-road and roundabout measures retain Z=0 and positive P1–P10. Ties remain together. Missing or withheld bands are blank, not zero. Filters never rerank.

REPRODUCE THE ENTIRE REGISTRY OFFLINE
Download four files into one folder: ../v1/reproduce-ew-v1.zip, ../v2/reproduce-ew-v2-e1-e3.zip, ../v3/reproduce-ew-v3-e4-e7.zip and reproduce-ew-v4-e8.zip.
Extract reproduce-ew-v4-e8.zip into an empty kit folder. With Python 3.10+ standard library run:

The runner verifies the three prior ZIP hashes, safely extracts and checks matching overlaps, rebuilds v1, v2, v3 and v4 in clean directories, compares every output plus manifest, and writes verification.json. It does not access the network. The small E8 ZIP complements the three immutable data volumes; it is not standalone.
This reproduces feature values and bands from frozen source members and spatial aggregates. The original OS/ONS/OSM bulk geometry, full police archive, proprietary DfT accessibility model and access-controlled daily climate files are not bundled. Deep extraction requires the separately documented pinned sources.

RECORDED GATES
See phase-decisions.json and feature-readiness.csv. Exact inclusive heat thresholds remain deferred. Crime and speed national bands remain withheld. Speed authority segment validation and nationwide walking/cycling flow measurement remain open. 2025 air has a method break. Insolvency is inherited authority context with a provisional adult denominator.
source-vintage-register.csv records formulas, denominator definitions, periods, publication dates and licences for all 62 candidates; unknown dates stay missing. These are retrospective mixed-vintage features, not historical-as-of underwriting scores.
protocol.json and modelling-handover.json set the subsequent accident/mileage and insurer-test boundaries. Report 100000 × summed collisions / summed miles. No models, indices or claims tests were fitted in E8.
Browser desktop/mobile interaction checks were unavailable. Automated data, filter logic, builds and HTTP download checks are distinct and are recorded in the release verification report.
