England and Wales national feature expansion ew-v2: E1–E3, 12 October 2026

All 35,672 LSOA2021 rows retained: 33,755 England and 1,917 Wales. 11 additional calculated features; 12 later expansion candidates deferred. Combined registry: 33 calculated, 28 deferred. No accident or claims prediction tested.
The expansion lookup has lsoa plus value/band/status for all 23 expansion candidates. Join one-to-one on lsoa to the unchanged ew-v1 lookup for all 61 candidates. No-car remains in ew-v1. The explorer combines releases without rewriting old series.
D1 low value to D10 high value, not risk. Equal LSOA weights across both countries. Inverse CDF ceil(n*p), equality in lower band, ties together. Missing/deferred cells are blank numeric values, not zero. Filters never rerank.
Census 2021 commuting describes lockdown-era residents, not current journeys or local pedestrian/cycle flows. DfT is modelled accessibility: Q4 2024 workbook reference with mixed inputs, published September 2025. Modes have separate scales. Neither these source editions nor the new bands are certified as-of 2022 forecasts.
Unzip reproduce-ew-v2-e1-e3.zip into an empty directory, then run:
  python scripts/build-ew-expansion.py --out-dir regenerated
Compare every output SHA256 in regenerated/manifest.json with the included manifest. The bundle includes exact source members, the verbatim numeric LSOA worksheet extract and minimal frozen v1 dependencies; it reproduces the expansion, not the proprietary DfT transport model.
To re-extract from original downloads run acquire-ew-expansion.py --cache <folder>; original URLs and SHA256 checksums are in source-register.json. Do not overwrite a frozen release with changed downloads. Source workbook not duplicated in this compact bundle.
Original v1 full reproduction is separately available at ../v1/reproduce-ew-v1.zip. Raw numerators and denominators for new features are in calculation-components.csv.gz. Master geography is unchanged.
E4–E7 are registered but unacquired. E8 final expansion freeze and subsequent accident/exposure models remain open. Historical availability, exposure dependence, correlated features and insurer transfer require the recorded gates.
Contains ONS Census and DfT data under the Open Government Licence v3.0. See source-register.json and comparability.json for exact editions, attribution, metadata discrepancies and checksums.
